In Basecamp 2, the Expedition starts from the stabilized, increasingly predictable system of delivery established as part of Basecamp 1. As the Expedition progresses toward Lean/Agile goals, the focus turns to value-based decomposition of and reducing batch sizes for the work in progress. This enables the Expedition to increase flow, enable review and trade-off discussions by creating optionality, and continue to remove impediments to throughput. 
The Expedition must pay attention to how often they release software (cadence), the enterprise value streams, and the availability of resources at the product owner and portfolio levels, and learn how to keep teams and stakeholders aligned.

Even in the presence of extreme dependencies, much work can often be done to lean out the release management process and improve technical practices. Once we have the system of delivery built, delivering, and stabilized, the next step is to do the work necessary to get the product into the market faster.

The hypothesis is that once we’ve improved the organization’s ability to make and meet commitments, we’ll earn trust with the product organization and begin to break the portfolio investment increments into smaller batches so they flow through the system faster, release to market more frequently, and give us the opportunity for earlier feedback from our marketplace. ​​
